二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。        

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing the Support for Small and Medium-Sized Enterprises in Government Procurement (〔2022〕No. 19).        

(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：1）本项目专门面向中小企业采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》；2）本项目不允许转包。        

(c)Specific qualification requirements for this program: 3. Suppliers who have been registered and entered into the database in accordance with the 'Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures'; 4. Other qualification requirements: 1) This project is specifically procured from small and medium-sized enterprises (SMEs). (Units for the welfare of persons with disabilities and prison enterprises are deemed as small or micro-enterprises.) If the bidder is an SME and meets the conditions stipulated in the 'Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement' (Cai Ku [2020] No. 46), a 'Declaration Letter of Small and Medium-Sized Enterprises' must be provided; 2) Subcontracting is not allowed in this project.

地点：本项目采用电子化采购方式，采购人、采购代理机构向供应商免费提供电子磋商文件，供应商如需纸质磋商文件也可向采购代理机构购买（售价500元/本，售后不退）注：响应供应商须保证所提交的响应文件、资料的内容真实、完整、有效、一致，如递交虚假的响应文件、资料或填写信息错误导致的与本项目有关的任何损失由供应商承担。        

Place: This project adopts an electronic procurement method. The procuring entity and the procurement agency provide electronic negotiation documents to suppliers free of charge. Suppliers who need paper negotiation documents may purchase them from the procurement agency (price: 500 yuan per copy, non-refundable after sale). Note: Responding suppliers must ensure that the content of the submitted response documents and materials is true, complete, valid, and consistent. Any losses related to this project caused by submitting false response documents, materials, or incorrect information shall be borne by the suppliers.
